2015 Annual Report of Pinggu District People’s Government of Beijing Municipality on Government Information Disclosure

  This report is compiled on the basis of the 2015 annual report on government information disclosure of township people’s governments, sub-district offices (hereinafter referred to as "township governments and sub-district offices") and district government committees, offices and bureaus (hereinafter referred to as "district government departments") in Pinggu District of Beijing according to the requirements of the Regulations on Government Information Disclosure in People’s Republic of China (PRC).

  The full text includes the implementation of the key work of government information disclosure in Pinggu District of Beijing in 2015, the voluntary disclosure of government information, the application for administrative reconsideration and administrative litigation due to the disclosure of government information, the shortcomings of government information disclosure and the improvement measures.

  First, the key work situation

  (1) Simultaneous policy interpretation.

  In order to ensure the implementation of policy interpretation, after the promulgation of important policies and regulations, our district strictly follows the principle of "interpretation is the principle, and no interpretation is the exception", and timely publishes articles on the background, purpose, significance and implementation caliber of policies and regulations written by participants in policy formulation, professional institutions, experts and scholars through online platforms such as Pinggu District Government Network, Beijing Pinggu Government Weibo and Happy Pinggu WeChat WeChat official account. In view of the hot issues of public concern, we actively invited the relevant units that issued policies to conduct special online interviews on the website platform, and provided information such as policy background, cases and data, and adopted digital, graphic, audio and video presentations to explain the relevant policies in a simple and easy-to-understand way, so as to explain the doubts to the public in an illustrated and understandable way.

  (B) actively respond to social hotspots.

  In view of the diversity of Internet public opinion at present, our district adopts a combination of technical means and manual operation to monitor the network public opinion in the whole district, and submit and judge the network information that affects the social stability of our district at any time. While understanding social conditions and public opinion, we actively publish the progress of hot events and related policy interpretations through government portals, government affairs Weibo, WeChat WeChat official account and other platforms, and use online platforms to participate in online messages and comments, etc., to correct mistakes and promote the main theme, transmit positive energy, actively guide public opinion, and effectively play the role of network pressure relief valve and weather vane.

  (3) Information disclosure in key areas

  In 2015, our district voluntarily disclosed more than 2,300 pieces of information on air quality, air pollution prevention, water quality control and environmental penalties to the public through the online service windows such as Pinggu District Government Network, Beijing Pinggu Government Weibo and Happiness Pinggu WeChat WeChat official account. More than 500 pieces of information on ladder water price, reclaimed water use and charge management, energy saving and emission reduction; More than 300 pieces of information on environmental improvement and garbage disposal; There are more than 600 pieces of information such as enrollment plan, school district division, enrollment conditions, enrollment procedures, admission methods, transfer procedures, enrollment methods for freshmen, open recruitment information for teachers, final accounts of budget and "three public" funds; More than 800 pieces of information on culture and medical care have effectively facilitated the production and life of the people.

  Second, the mechanism platform construction

  (1) The organizational management system is sound. First, the leading group for government information disclosure held the 2015 government information disclosure work conference, summed up the work in the previous year, and deployed the key tasks in 2015 to ensure the smooth operation of the work in 2015. Second, we will continue to focus on promoting the standardization, institutionalization and rigor of government information disclosure, focusing on serving the people and standardizing the administrative behavior of administrative organs, and solidly promote the work around deepening active disclosure and exploring and standardizing disclosure according to application, thus ensuring the orderly development of government information disclosure.

  (2) The institutional guarantee system has been further improved. In accordance with the requirements of the Key Points of Government Information Disclosure in Beijing in 2015 (Beijing Zhengban Fa [2015] No.27), efforts will be made to promote information disclosure in key areas such as environmental governance, people’s livelihood security and public services, and government self-construction, and the level of government information disclosure services will be continuously improved.

  (3) Open channels have been continuously broadened. First, through the Pinggu District Government Information Disclosure Inquiry Center, the District Archives and the Library Reference Center, the administrative organs in the whole region are provided with the initiative to disclose government information access services. In the "Pinggu government network" portal, a "government information disclosure column" with search and download functions is set up to display the government information that is voluntarily disclosed. Second, various administrative organs have set up government information consulting windows accordingly, and timely disclosed government information on key project planning and construction and hot issues of public concern. Third, we have successively set up online service windows such as "Beijing Pinggu" government affairs Weibo and "Happy Pinggu" WeChat WeChat official account, and used channels such as government affairs Weibo and WeChat WeChat official account to deliver government information, publish policy interpretations, respond to netizens’ concerns and guide online public opinion. The fourth is to open the website application function of the district government information disclosure, further smoothing the application acceptance channels.

  Third, information disclosure data

  (a) take the initiative to disclose the situation

  1. Pinggu government network government information disclosure column. 26,693 pieces of government information were voluntarily disclosed through the government information disclosure column of Pinggu government network, and the full-text electronic rate was 100%. Among them, there are 608 pieces of institutional functional information, accounting for 2.28% of the total; There are 469 laws and regulations documents, accounting for 1.76% of the total; 134 pieces of planning information, accounting for 0.5% of the total; 258 pieces of information about administrative duties, accounting for 0.97% of the total; There are 25,224 pieces of business dynamic information, accounting for 94.49% of the total.

  2 government information open access places. The total number of public consultations received by the information public inquiry and consultation places of this district government is 1626. Among them, the total number of on-site consultations was 486, accounting for 29.88% of the total number of consultations; The total number of telephone consultations is 1026, accounting for 63.09% of the total number of consultations; The total number of online consultations is 114, accounting for 7.01% of the total number of consultations.

  (2) Responding to the interpretation.

  This year, through Pinggu government network, government affairs Weibo, WeChat WeChat official account and other online platforms, our district clarified and positively publicized 63 false information and comments on the Internet, such as "Pinggu small and micro enterprise policy has achieved remarkable results, and Pinggu was found dead due to H7N9". By refuting and clarifying online rumors, distortions and offensive remarks, we will guide the incident to develop in a direction conducive to social stability. It has effectively avoided or reduced the excessive hype of online public opinion on some hot spots, difficulties, focus issues and problems existing in the work of departments and units, and played a constructive role in maintaining social stability, shaping the good image of the government and rationalizing the emotions of netizens.

  (three) according to the application for disclosure.

  1. Application status. In 2015, the total number of applications accepted by administrative organs in the region was 446. Among the application methods, 392 applications were made in person, accounting for 86.54% of the total; 9 applications were made through the Internet, accounting for 2.02% of the total; There were 52 applications in the form of letters, accounting for 11.65% of the total.

  2. Response.

  The number of responses to application matters was 469, of which:

  104 items were "agreed to be made public", accounting for 22.17% of the total.

  6 items were "closed", accounting for 1.27% of the total.

  220 "information does not exist", accounting for 46.9% of the total.

  Eight items were "not controlled by this organ", accounting for 1.7% of the total.

  There are 57 "unclear application contents", accounting for 12.15% of the total.

  42 items of "non-governmental information", accounting for 8.95% of the total,

  2 items have been transferred to archives, accounting for 0.43% of the total.

  28 items have been voluntarily disclosed, accounting for 5.97% of the total.

  3 according to the application of public government information charges. The administrative organs in the whole region charge 0 yuan for searching, copying, mailing and other fees for providing government information upon application in accordance with the provisions of the Measures of Beijing Municipality on Charges for Providing Government Information upon Application (Trial).

  (four) the situation of reconsideration and litigation

  1. Administrative reconsideration. In 2015, there was no application for administrative reconsideration against Pinggu District Government; Four applications for administrative reconsideration were filed against relevant units of government information disclosure, all of which were settled. After trial by the district-level legal department, it was ruled that two informed decisions made by the administrative organ were upheld and two were terminated by the applicant.

  2. Administrative litigation. In 2015, there was no administrative lawsuit against Pinggu District Government; Twenty-one administrative litigation cases against various government information disclosure related units were all settled. Among them, 9 plaintiffs’ claims were rejected, 1 plaintiff withdrew, and 11 notifications made by administrative organs were revoked.

  (5) Institution building and security training.

  In 2015, the number of specialized agencies for information disclosure in our district government was one, and three government information disclosure access points were set up. There are 61 staff engaged in government information disclosure, including 4 full-time staff and 57 part-time staff. Our district held more than 80 meetings or special conferences on government information disclosure throughout the year, held more than 60 training courses of various types, and received more than 1,600 trainees.

  Fourth, the existing shortcomings and improvement measures

  In 2015, the information disclosure work of the local government has achieved certain results, but there are also some shortcomings: the active disclosure of information content needs to be further deepened; Individual units still have the problem of weak awareness of active publicity; The construction of public places for government information needs to be further strengthened.

  In 2016, we will focus on the following three aspects: First, we will continue to deepen the active disclosure of government information to facilitate the public to understand government information; Second, strengthen training, enhance service awareness and improve service level; The third is to strengthen the construction of public inquiry places for grass-roots government information, improve inquiry facilities, and facilitate the public to consult government information nearby and conveniently.
